When I play SimCity, there are two hurdles. Number one is getting people to move in, number two is to eliminate problems. Getting people to move in, it can be difficult, but sometimes, it doesn't make sense. The green bar is all the way up, but no one moves into the green zone. You can't put your finger on it and you just develop elsewhere, and maybe, someday it will develop. Sometimes it does. Sometimes, it just sits there. Now, when a zone is developed, there might be crime or pollution. That's easier to deal with as long as you have the skill. You can implement mass transit or a new station, or try to improve the education of the area. But when you have no one living there, it's stabs in the dark. You really can't figure out why it's not working, no matter how you try, and you try to change what you can, and nothing ever seems to work but time, time, time.
